[Standard Development] CEN/TC 350/SC1: Framework, principles and definitions for Circular economy in the construction sector

The European Green Deal is a roadmap and a series of policy measures to ensure that the EU’s economy is sustainable and meets climate and environmental challenges whilst enabling economic growth. A key focus of the Green Deal is moving towards a circular economy that decouples economic activity from resource extraction and waste production.

The circularity of buildings is the degree of alignment with the principles and objectives of a circular economy based on ISO 59004:2023. Circular construction entails developing, using and reusing construction products and materials, buildings, areas and infrastructure without unnecessarily depleting natural resources, polluting the living environment and affecting ecosystems.
Therefore, the present standard targets the construction and real estate sector. It is part of the CEN TC 350 series on the sustainability of construction works, and the document brings a foundation for a set of standards supporting the transformation transformation towards a circular economy in the construction sector.

Workgroup 1 is almost reaching the mid-timeline of the standard development under the leadership of convenor Prof. Lisbeth M. Ottosen. The standard will include a section on the terms and definitions of circularity in the construction sector and waste. The different levels of construction elements, products and materials will be defined. Also, the principles of circularity and the associated key performance indicators will be set. The measurement of the principles and objectives of a circular construction is an integral part of the new standard under development.
